Background 

The Republic of Philippine is located in Southeast Asia and has a population of 0.11 billion people. The Philippine  Police Force and the Philippine People's Defence Forces are the country's main public safety and military forces  tasked with maintaining the country's public order and national security. 

The police force has more than 40,000 officers. Its mandate is the protection of life and property, prevention and detection of crime, keeping law and order, and maintenance of overall security and public safety in Philippine.

Challenge 

The Philippine Police Force's legacy two-way radio communication network is very poor. The existing  network can barely cover the overall area in the capital city. It also suffers from coverage blind spots, which  makes it impossible for the police to access guaranteed communications. In addition, the after-sales service  responsible for maintaining the legacy network was so poor that several base stations had ceased to work.

Solution 

The Kirisun team conducted an in-depth analysis of the communication challenges faced by the client, which involved  a lot of discussion with the Philippine Police Force's ICT department and the provision of technical support. After identifying the Philippine Police Force's key daily communication requirements and emergency dispatch needs, Kirisun  proposed implementing a DMR Trunking Solution. This could then be used as a framework on which to build a wider  police communication network.

The network comprises four DMR trunking base stations, which are connected together via an IP transport network  with routing and network management system. Kirisun also supplied 1,000 DMR DP990 portable radios and DMR  TM840 mobile radios for desk and in-vehicle use.
